Some advice I received from friend when applying: Many programs, even if offering a scholarship, won't initially offer you the highest scholarship they're willing to provide. If you have offers for multiple schools on hand, by all means use them as negotiating leverage - tell the target school that you have a significant offer from a competing program that would make better financial sense for you, and ask if more funds are available to help sway your decision.
